Rachel C. Nelley, Esq., the firm's founding member, brings with her a variety of legal experience in different areas of the law. Prior to entering private practice, Ms. Nelley gained much of her valuable State regulatory and administrative law experience through her roles as Assistant General Counsel for the Tennessee Department of Health and for the Tennessee Department of Finance and Administration, TennCare Division and as a compliance officer for the Tennessee Department of Commerce and Insurance, TennCare Division. In private practice, Ms. Nelley has successfully represented certificate of need applicants before the Tennessee Health Services and Development Agency, numerous health care providers in licensure and disciplinary matters before the State's health related boards, and other applicants and licensees before the Department of Commerce and Insurance. Ms. Nelley is equally experienced in the areas of estate planning and probate law, conservatorship, guardianship, and legitimation cases.
